美參議員家屬陪同宣誓照片 實為移地重拍傳統

美國第116屆國會3日開議，許多參議員在家屬陪同下宣誓就職，但那些畫面並非就職儀式當下所拍，而是參議員移師舊參議院跟家屬重拍的照片，這項傳統已有數十年之久。
「時代雜誌」（Time）報導，美國新國會3日開議，副總統彭斯（Mike Pence）在聯邦參議院會議廳見證新科和連任參議員宣誓就職。這項儀式通常是參議員跟家人共享的溫馨場合。
但參議員宣誓後流傳的慶祝照片，並不是真正就職儀式當下拍的照片，因為從1950年代以來，參議院會議廳就正式禁止拍照攝影。
因此，彭斯主持完參院的宣誓就職後，新上任的參議員可以移師舊參議院會議廳（Old Senate Chamber），並跟家屬一起重演宣誓就職。
歷史學家何特（Daniel Holt）告訴時代雜誌，重演宣誓的傳統可追溯至1930年代。
1935年路易斯安那州聯邦參議員休伊．朗恩（Huey Long）遇刺身亡，他的妻子蘿絲麥康奈．朗恩（Rose McConnell Long）遞補接任，當時的副總統賈納（John Nance Garner）便在自己的典禮辦公室重演宣誓儀式。
到了1970年代，美國副總統開始為了新任參議員的家屬而更頻繁地重演宣誓，家屬都希望能更親近宣誓儀式，因為參議院議員席通常不允許平民進入，只能從旁聽席觀看宣誓就職。
何特還解釋，1976年舊參議院會議廳重新開放給遊客參觀後，1981年副總統孟代爾（Walter Mondale）將重演宣誓活動移至舊參議院會議廳進行。何特指出：「從那時起，重演宣誓變得更像是根深蒂固的傳統。」
事實上，近年來有參議員在議員席使用手機拍攝照片和影片而捲入麻煩。去年12月20日，即將卸任的參議員麥卡斯基爾（Claire McCaskill）於參院休議期間，在會議廳拍攝影片並上傳到社群網路，因而招致批評。
麥卡斯基爾違反參院的規定，相關條文寫道：「在參議院會議廳、參議院閱覽室、參議院寄物處及參議院私人餐廳，禁止任何拍攝行為。」
在舊參議院會議廳重演宣誓可讓參議員避開這條規定，與家人分享就職喜悅，例如2013年參議員墨菲（Chris Murphy）和1歲兒子一起舉手宣誓的溫馨時刻，一度躍上媒體版面。
